The Department of Housing and Business Development is the home of the Fontana Housing Authority, founded in 1952. This department facilitates the First-Time Home Buyer Assistance, Lease-to-Purchase and Emergency Grant Programs. The department also funds downtown projects such as the new senior housing complexes.

Mission

To assist Fontana's lower- and moderate-income families by increasing, preserving, and improving housing that is affordable and livable and contribute to neighborhood revitalization.

• To encourage and participate in strategic redevelopment of the city's neighborhoods
• To offer all residents equal access to desirable housing.
